The NWDA Ad Hoc Committee for Parking was organized to work with the Mayor Adams’ NW Parking District Stakeholder Advisory Committee (SAC) to help develop a comprehensive parking plan for the Northwest District. After an extensive review and revision process, the Portland City Council approved a final ordinance and plan in July 2013. In 2014, the NWDA Board of Directors disbanded the Ad Hoc Parking Committee, as it had completed its assignment. The NWDA Transportation Committee was assigned responsibility for parking issues within the Northwest District Association.

In the late summer of 2014, Mayor Hales and Commissioner Novick organized a new Stakeholder Advisory Committee, chaired by Rick Michaelson, to provide advice to the City of Portland on implementation of the NW Parking Plan. This group has four representatives from NWDA, four from the Nob Hill Business Association, and five at large members.

The SAC group began meeting in October 2014 and meets monthly to advise the City on parking and streetscape improvements in Northwest Portland. Meter locations and time limits, residential and employee permits, transportation demand management programs, optimization of existing parking, new parking, street furniture, and lighting standards are all issues discussed by the SAC.
